(i. 1) Zoning and Planning. To zone and plan the city in
accordance with state law.
SAVING CLAUSE:
24. The enumeration contained in Section 23 is not to
be construed as limiting the powers of the city to the
several subjects mentioned.
ENFORCEMENT:
25. For the purpose of carrying out the powers enumer-
ated in Section 23 of this charter, for the preservation of
the cleanliness, health, peace, and good order of the com-
munity, for the protection of the lives and property of the
citizens, and to supress, abate, and discontinue, or cause
to be suppressed, abated, or discontinued all nuisances
within the corporate and police limits of the city, the coun-
cil may pass all ordinances from time to time necessary.
To insure the observance of these ordinances, in addition
to the usual action of debt or such other civil remedies as
may exist in such cases by law for the recovery of the
penalties hereto affixed, the council may affix thereto
penalties of a fine not exceeding One Hundred Dollars
($100. 00), or imprisonment for not exceeding thirty days
or both.
EXERCISE OF POWERS:
26. All the powers of the city shall be exercised in the
manner prescribed by this charter, or, if the manner be
not prescribed, then in such manner as may be prescribed
by ordinance.
ARTICLE V
Registration, Nomination, and Elections
VOTERS:
27. Every person who (a) is a citizen of the United
States, (b) is at least twenty-one years of age, (c) has re-
sided in the City of Frostburg for at least one year next
preceding any municipal election, and (d) is registered in
accordance with the provisions of this charter, shall be a
qualified voter of the city. Every qualified voter of the
city shall be entitled to vote at any or all city elections.
BOARD OF SUPERVISORS OF ELECTIONS:
28. On or before the third Monday in February, 1954,
and at the same time every two years thereafter, the
