COUNCILMEN:

6. Councilmen shall be elected as hereinafter provided
and shall hold office for a term of two years or until the
succeeding council take office. The regular term of council-
men shall expire on the first Monday in May following the
election of their successors. The Mayor and councilmen
holding office at the time this charter becomes effective
shall continue to hold office until the first Monday of May,
1954) and until the succeeding council takes office.

QUALIFICATIONS:

7. The Mayor and councilmen shall be citizens of the
United States of America and have resided in the City of
Frostburg for at least one year preceding their election and
shall be qualified voters in the city and in the ward in which
they reside, and shall be assessed on the assessment books
of the city for at least one year preceding the election date,
with real property of at least Five Hundred Dollars,
($500. 00).

8. The Mayor shall receive a salary of SEVEN HUN-
DRED Dollars ($700) per year; and each councilman shall
receive a salary of Five Hundred Dollars ($500. 00) per
year for their services.

MEETINGS:

9. Newly elected councilmen shall take office at a meet-
ing of the council to be held on the first Monday in May
following their election. The council thereafter shall meet
in regular session on the first Monday of each month and at
such other times as may be prescribed by its rules. Special
meetings may be catted in writing by the mayor or by a
majority of the members of the council as often as neces-
sary for the transaction of business. All meetings of the
council shall be open to the public and the rules of the
council shall provide that residents of the City of Frost-
burg shall have a reasonable opportunity to be heard at any
such meeting in regard to any matters considered thereat.


COUNCIL TO BE JUDGE OF QUALIFICATIONS OF
ITS MEMBERS:

10. The council shall be the judge of the election and
qualifications of its members, but the decision of the council
in any such case shall be subject to review by the courts.
