1430 LAWS OF MARYLAND [CH. 662

Liber 183, folio 308 of the land records of Allegany County,
Maryland, then with the third line of the school lot, and
still (62nd) South 26 degrees 45 minutes West 1090. 55 feet;
thence with the fourth line of said school lot; (63rd) North
57 degrees 56 minutes West 702. 28 feet to a fence post
standing at the end of the said fourth line, then leaving
said school lot; (64th) North 76 degrees 21 minutes West
700. 00 feet to a point on the fence line of the Allegany
Cemetery said point being at or near the end of the 68th
line as of 1930 and with the 69th line (as of 1930, cor-
rected so as to meet the call); (65th) North 26 degrees 00
minutes West 312. 58 feet to the place of beginning.

POLICE LIMITS:

3. For the purpose of (a) abating and removing all
nuisances, (b) carrying out and enforcing all the sanitary
ordinances and regulations of the city, (c) preserving
peace and order and apprehending all vagrants and dis-
orderly persons, and (d) insuring the safety, health, and
comfort of the inhabitants of the City of Frostburg, the
City of Frostburg shall have jurisdiction for one mile be-
yond the taxable corporate limits of the city.

ANNEXATION:

4. The City of Frostburg shall have the power, by ordi-
nance, to extend the taxable corporate limits of the city by
adding to the territory described in Section 2 of this charter
any territory contiguous to the city; provided, however,
that the territory added shall not extend for more than one
mile from the taxable corporate limits of the city as they
exist at the time this charter becomes effective. Any terri-
tory so added and the inhabitants thereof shall be subject
in all respect to the jurisdiction of the City of Frostburg
and the ordinances, rules, and regulations thereof.


ARTICLE II
The Council

DEFINITION:

5. All legislative and policy-making powers of the City
of Frostburg shall be vested in a council consisting of a
mayor and four councilmen. As used in this charter, the
terms "council" and "members of the council" shall be
deemed to include the mayor, while the term "councilmen"
shall refer only to those elected as such and shall not include
the mayor.
