1432 LAWS OF MARYLAND [CH. 662

MAYOR:

11. The mayor shall be a member of the council. He may
take part in any discussion and shall have the right to vote
on all matters. The mayor shall serve as the president of
the council. In the absence of the president, the council
shall appoint an acting president who shall have all the
powers of the president of the council.

QUORUM:

12. A majority of the council shall constitute a quorum
for the transaction of business, and a majority of those
present shall decide any question unless otherwise pro-
vided in this charter.

PROCEDURE:

13. The council shall determine its own rules and order
of business. It shall keep a journal of its proceedings and
enter therein the yeas and nays upon any question, resolu-
tion, or ordinance if required by any one member. The
journal shall be open to public inspection.

VACANCIES:

14. Vacancies in the council shall be filled as provided in
Section
40 37 of this charter.

COMMISSIONERS:

15. The council shall have control and supervision over
all the offices, departments, and agencies of the city govern-
ment. The council shall have the power to make and en-
force such rules and regulations as it deems necessary con-
cerning the organization, management, and operation of the
offices, departments, and agencies of the city government.
The council shall, by majority vote, elect from among the
four councilmen;

(a) One councilman to serve as commissioner of police
and fire, to have charge of the police force of the city and
the enforcement of police regulations, and to exercise gen-
eral supervision over the Frostburg Fire Department.

(b) One councilman to serve as commissioner of streets
and public property, to have charge of the public ways and
public property of the city, and of the sewers and sewage
disposal system.

(c) One councilman to serve as commissioner of water
and electric light, sewage disposal system, the lighting of
the city, and the city fire alarm system.
