256. The Circuit Court for Queen Anne's County is
authorized to prescribe by general rules the practice and
procedure in all cases or actions before Justices of the
Peace designated as Trial Magistrates in Queen Anne's
County. Such rules shall neither abridge, enlarge nor
modify the substantive rights of any litigant, but as used
in this Act, the terms "practice and procedure" shall be
liberally construed, and without intending hereby to limit
their comprehensive application, shall be deemed to include
process, writs, pleading, parties, trials and judgments.
Such general rules shall take effect on the date as pre-
scribed therein. Upon taking effect such rules and any
subsequent amendments or additions thereto, shall super-
sede any prior inconsistent public general or public local
law. Such rules may be rescinded, changed, modified or
added to from time to time by the Circuit Court for Queen
Anne's County or by the General Assembly, and such
alterations or additions to the rules shall become effective
at such time as the Circuit Court for Queen Anne's County
or the General Assembly shall provide.

257. The Circuit Court for Queen Anne's County is also
authorized to prescribe, in the manner set forth in Section
256, in civil actions for service of summons, which may
include as a part thereof a copy of the statement of claim
and verification, by registered mail with return receipt.

258. Before any of the following acts or services shall
be performed in connection with any civil action or pro-
ceeding before any Justice of the Peace for Queen Anne's
County, there shall be paid to such Justice of the Peace or
his clerk, for the use of the County Commissioners of
Queen Anne's County, the following fee and costs:
For docketing suit and indexing each suit or case............ 1. 00

For issuing each summons in debt or damages...................... 50

For issuing each summons for witnesses, including all

the witnesses applied for at the same time......................... 50

For issuing each summons in landlord and tenant

cases, including forcible entry or detainer cases............. 75

For issuing writs of fieri facias, scire facias, super-

sedeas, replevin or restitution......................................................... 1. 00

For issuing writ of attachment on judgment, against
non-resident or absconding debtor, on on original

process................................................................................................................ 1. 00

For docketing suit and indexing for each garnishee on

writs of attachment.................................................................. 1. 00

For entering all judments..................................................................... 1. 00

For taking replevin or other bonds................................................... 75
