[c] (e) The Department is hereby authorized and di-
rected to promulgate such additional regulations govern-
ing the transportation of explosives and other dangerous
articles by vehicles upon the highways as it shall deem
advisable for the protection of the public.
Violation of this section shall be deemed to be a misde-
meanor and upon conviction shall be punishable by a fine
of One ($1. 00) Dollar to One Hundred ($100. 00) Dollars,
or to imprisonment not to exceed one year or by both fine
and imprisonment.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

(Senate Bill 568)
AN ACT to add six new sections to Article 18 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Queen Anne's County", sub-title "Justices of the Peace
and Constables" and to be known as Sections 256, 257,
258, 259, 260 and 261, to follow immediately after Sec-
tion 255 thereof, providing for the authority of the
Circuit Court for Queen Anne's County to prescribe rules
of practice and procedure in all cases or actions before
the Trial Magistrates in Queen Anne's County, including
registered mail service, the fees and costs to be charged
in civil and criminal cases before Justices of the Peace
for Queen Anne's County, penalties for charging excess-
ive fees or costs and for the waiver of the prepayment
of fees and costs under certain circumstances.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That six new sections be and they are hereby added to
Article 18 of the Code of Public Local Laws of Maryland
(1930 Edition) title "Queen Anne's County" sub-title
"Justices of the Peace and Constables" and to be known as
Sections 256, 257, 258, 259, 260, and 261, to follow imme-
diately after Section 255 thereof, and to read as follows:
