immediately, at the place of polling, proceed to canvass
the vote cast; such canvass not to be adjourned nor post-
poned until it shall have been fully completed, whereupon,
one of the election officials shall announce in a loud voice
the aggregate number of votes received by each candidate
and the result of any vote upon ordinances or issues sub-
mitted to the voters at such election. The Board of Super-
visors of Elections shall immediately thereafter certify and
deliver the results of the election to the Town Commis-
sioners, which shall record the results in the minutes of
the proceedings of the Town Commissioners. The Board
of Supervisors of Elections shall securely preserve the
ballots cast at such election for at least sixty (60) days.
In the event of a tie vote on any ordinance or special issue
submitted to the voters at any election, the same shall be
declared to be against such ordinance or special issue.

69. (Election Appeal) If any voter of the Town shall
feel aggrieved by the announced results of any general or
special election, he may in writing, within three (3) days
after any election, notify the Board of Supervisors of
Elections, which shall re-canvass said returns within five
(5) days thereafter at a time and place to be fixed by it
and determine the results of such canvass within forty-
eight (48) hours thereafter in writing to be filed in the
minutes of the proceedings of the Town Commissioners.

Any decision or action of the Board of Supervisors of
Elections may be appealed to the Circuit Court for Queen
Anne's County within five (5) days thereafter and the
manner of proceeding shall conform as near as practicable
to the manner of contesting elections provided in Article 33
of the Annotated Code of Maryland.

70. (Regulation and Control) The Board of Super-
visors of Elections shall have power to provide by rules or
regulations for the conduct, regulation or control of (1)
permanent registration, (2) nominations, and (3) general
and special elections, in every respect not covered by the
specific provisions of this Charter. Any rules or regula-
tions adopted by it shall be inserted in the Ordinance Book
of the Town Commissioners and shall have the same
force and effect as ordinances adopted by the Town
Commissioners.

ARTICLE V
TOWN CLERKS

71. (Appointment) The Town Commissioners shall
appoint a Town Clerk and Deputy Town Clerk and may
