the person desiring to be a candidate and filed at least
thirty (30) calendar days prior to the date of any general
election with the Clerk to the Board of Supervisors of
Elections, which shall determine in writing the eligibility
of such person to be a candidate within three (3) days
thereafter. Any determination of the Board of Supervisors
of Elections may be appealed by any person feeling ag-
grieved to the Circuit Court for Queen Anne's County,

within three (3) days after the time of such determination.

64. (General Election) A general election shall be held
on the first Monday of April for the election of one or more
Town Commissioners in each year in which any of their
respective terms shall expire and/or for the submission to
the voters of said Town of such ordinances and special
issues as the Town Commissioners may determine.

65. (Special Elections) (a) Special elections may be
held at such times and for such other purposes as the Town
Commissioners may determine, in the same manner as a
general election.

(b) In the event of a tie vote for candidates for the
office of Town Commissioner, a special election shall be
held on the second Monday of April in the same manner
as a general election. The Board of Supervisors of Elec-
tions shall cause to be published a notice of such special
election in the manner set forth in Section 66, except that
only one publication thereof shall be necessary.

66. (Notice) The Board of Supervisors of Elections
shall cause a notice, once a week for two successive weeks
before the date of every general or special election, to be
inserted in at least one newspaper published in the Town,
(or having a general circulation in the Town if there be
no newspaper published in the Town) setting forth the
date, hours and place for holding said election, the names
of the eligible candidates for Town Commissioner and the
text or synopsis of any ordinances or special issues to be
submitted to the voters.

67. (Conduct of Elections) It shall be the duty of the
Board of Supervisors of Elections to provide for each
general or special election a suitable place in said Town for
voting, suitable ballot boxes and ballots in such form as it
may prescribe.

68. (Vote Count) As soon as the election polls have
been closed, the Board of Supervisors of Elections shall
