whenever it may be necessary for the effective discharge
of their public duties and responsibilities.

ARTICLE III
POWERS

56. (General Powers) The Town Commissioners of
Centreville
, shall have the general power to pass such
ordinances not contrary to the public general or public
local laws and the Constitution of Maryland as they may
deem necessary in order to assure the good government of
the Town, to protect and preserve the Town's rights,
property and privileges, to preserve peace and good order,
to secure persons and property from danger and destruc-
tion, and to protect the health, comfort and convenience
of the citizens of the Town.

57. (Express Powers) In addition to, but not in sub-
stitution of, the powers which have been, or may here-
after be granted to it, the Town Commissioners of Centre-
ville also shall have the following express powers:

(1) Advertising. To provide for municipal advertising,
for the printing and publication of statements of the
receipts and expenditures of the Town, and the publica-
tion and codification of all laws, ordinances, resolutions
or regulations adopted by or affecting the Town.

(2) Amusements. To provide in the interests of the
public welfare for the licensing, regulating, or restraining
of theatrical or other public amusements.

(3) Animals. To regulate and prohibit the running at
large or keeping of cattle, horses, swine, fowls, sheep,
goats, dogs or other animals; to authorize the impounding,
sale, redemption or destruction of such animals when
found in violation of the ordinances in such cases provided.

(4) Appropriations. To expend municipal funds for any
purpose deemed to be public and to affect the safety,
health, and general welfare of the Town and its occupants.

(5) Bill Boards. To license, tax and regulate, restrain
or prohibit the erection or maintenance of bill boards
within the Town, the placing of signs, bills and posters
of every kind and description on any building, fence, post,
bill boards, pole or other place within the Town.

(6) Buildings. To make reasonable regulations concern-
ing buildings or structures to be erected, altered or re-
paired within the limits of the Town, including a building
