code and the requirements for building (permits, subject
to the referendum of the voters of the Town at a regular
or special Town election.

(7) Explosives. To control the use and handling of
dangerous and explosive materials, and to prevent the
firing of any firearms or other explosive materials.

(8) Filth. To compel the owners or occupants of any
premises, building or outhouses situated in the Town,
when the same shall become filthy or unwholesome, to
abate or cleanse the same upon written notification to be
served by a police officer of the Town upon the owner or
occupant of any such premises, building or outhouse, and
if the same shall not be abated or cleansed within ten (10)
days after the service of such notification, to authorize
the same to be done under the direction of a police officer
of the Town and assess the expenses thereof against the
property of such owner or occupant, and to make such
expense a lien upon such property. To provide that the
failure to obey such notification shall be punishable as
misdemeanors.

(9) Finances. To levy, assess and collect taxes, and to
borrow money within the limits provided by this Charter;
to have the general management and control of the finances
of the Town; and to designate the banks or other deposi-
tories of this State in which shall be deposited the funds
of the Town.

(10) Fines. To provide that violations of ordinances
and resolutions authorized by this Charter shall be punish-
able as misdemeanors, but no penalty shall exceed a fine of
One Hundred Dollars ($100. 00) and imprisonment for
ninety (90) days. Imprisonment in default of fine and
costs shall be regulated by the provisions of Section 4 of
Article 38 of the Annotated Code of Maryland and any
amendments thereto.

All fines, forfeitures, and penalties imposed by any ordi-
nance or resolution of the Town Commissioners may be
recovered in the corporate name of the Town before a
Trial Magistrate, as small debts are recovered, and the
money arising therefrom shall be paid to the Town for
its use. Provided, that any person subject to any fine, for-
feiture, or penalty by virtue of any ordinance passed under
authority granted in this Charter shall have a right to
appeal within ten (10) days to the Circuit Court of the
County in which such fine, forfeiture or penalty was
imposed and shall have the right, if he so elects, to a
