SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 427 of Article 43 of the Annotated Code of
Maryland (1951 Edition), title "Health", sub-title "Water
and Sewer Authorities", be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
427. The provisions of this sub-title are severable, and
it is the intention to confer the whole or any part of the
powers herein provided for, and if any of the provisions
of this sub-title shall be held unconstitutional by any court
of competent jurisdiction, the decision of such court shall
not affect or impair any of the remaining provisions of this
sub-title. It is hereby declared to be the legislative intent
that this sub-title would have been adopted, had such
unconstitutional provision not been included therein. Noth-
ing, herein, shall apply to [the counties of] Montgomery
County, Prince George's County except the Piscataway
District and Brandywine District of said County and Anne
Arundel County except the Eighth Election District of said
County.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

AN ACT to add Section 11A to Article 13 of the Anno-
tated Code of Maryland (1951 Edition), title "Bills of
Exchange and Promissory Notes'', sub-title "Legal Holi-
days", providing that in Allegany and Garrett Counties
any banking institution by a resolution of its Board of
Directors may elect to remain open for business on
certain days which would otherwise be legal holidays
as to such banking institutions.
