WHEREAS, The imposition of such fees could have a most
serious effect upon the economy of many thousands of resi-
dents of Maryland, dependent as they are upon the water
and waterways for their very livelihood; and
WHEREAS, Up to this time there have been no fees or
charges imposed for such work and facilities so that the
proposed imposition of fees for permit would represent a
sharp and radical departure from past policy; and
WHEREAS, In addition to imposing a serious drain on the
resources of fishermen and watermen, these fees also would
discourage such improvements as retaining walls, bulk-
heads, jetties and the dredging of channels and thus would
be a serious burden upon the normal policy of making con-
stant improvements; and
WHEREAS, Thousands of residents of the State of Mary-
land are seriously disturbed over this proposed imposition
of fees and desire to express their opposition thereto in
strong and no uncertain terms; now therefore be it
Resolved by the General Assembly of Maryland, That this
body strenuously and earnestly registers its strong objec-
tions to the proposal of the Corps of Engineers of the De-
partment of the Army to impose a schedule of fees for
issuing permits for work in navigable waters; and be it
further
Resolved, That the Secretary of State of Maryland be
instructed to send copies of this Resolution under the great
seal of the State of Maryland to the Chief of Engineers,
Corps of Engineers, United States Army, Building T-7,
Washington 25, D. C., and also to send copies of this Resolu-
tion to each member of the Maryland delegation in the Con-
gress of the United States.
