the organization of the State government into the legis-
lative, executive and judicial branches, a summary of the
work and organization of the several executive depart-
ments and their functions and services, and also a history
of the rise and background of parliamentary government
and the legislative process.

The cost of any such conference would be negligible, con-
sisting only of a few routine and incidental expenses for
mimeographing and other such items which could easily
be
absorbed. WHICH SHALL BE ABSORBED BY THE
BUDGET OF THE DEPARTMENT OF LEGISLATIVE
REFERENCE.

SUCH CONFERENCE SHALL BE CALLED BY THE
DEPARTMENT OF LEGISLATIVE REFERENCE NOT
LESS THAN THREE WEEKS PRIOR TO THE OPEN-
ING OF THE GENERAL ASSEMBLY ELECTED AT
EACH STATE ELECTION.

Now therefore be it resolved by the General Assembly of
Maryland, That the Department of Legislative Reference
be requested to arrange for and conduct an Orientation
Conference following the regular State election in 1954
and every four years thereafter for the benefit of newly
elected members of the General Assembly.

mission to improve the type and location of road signs
along the highways of Maryland.

WHEREAS, As part of its responsibility for building and
operating the State highway system, the State Roads Com-
mission must design and place thousands of directional and
warning signs along the roads and intersections in Mary-
land; and

EXPLANATION : Italics indicate new matter added to existing law.
