274 JOINT RESOLUTIONS
WHEREAS, There frequently seem to be instances in
which, by reason of duplication of signs or ambiguity of
language, these signs create confusion in the minds of
motorists; and
WHEREAS, It also seems probable that the attractiveness
of many of these signs could be improved, thereby making
them as little a detraction as possible from the beauty of
the roadside; and
WHEREAS, There also seem to be instances in which
directional and warning signs near intersections or curves
may constitute a traffic hazard because of obstructing the
vision of motorists; therefore be it
Resolved by the General Assembly of Maryland, That the
State Roads Commission be directed immediately to study
and investigate its system of directional and warning
signs, in order to improve the sightliness of the signs, to
eliminate duplicating signs, to clarify the directions or
warning contained thereon and also to change the location
of any signs which may obstruct vision; and be it further
Resolved, That the State Roads Commission be requested
to put into effect, as promptly as possible, an improved
system of directional and warning signs on the highways
of Maryland.

Senate Joint Resolution requesting the establishment of a
study commission on city-county fiscal relationships.
WHEREAS, The General Assembly of Maryland notes that
oyer the years there have been many studies of fiscal rela-
tionships in this State but none of fiscal relationships
directly between the city and county governments. These
are very important areas of government in Maryland with
unsolved problems. Because these levels of government
