said Article, to extend to employees of the political sub-
divisions of this State, as therein defined, and to their
dependents and survivors, the basic protection accorded
to others by the Old Age and Survivors Insurance Sys-
tem embodied in the Social Security Act, of the United
States, as amended.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That eight SEVEN new sections be and the same are here-
by added to Article 73B of the Annotated Code of Maryland
(1947 Supplement), title "Pensions, " to be under the sub-
title "Social Security Benefits, " to be known as Sections 29
to 36, 35, inclusive, to follow immediately after Section 28
of said Article, and to read as follows:
SOCIAL SECURITY BENEFITS
29. (Declaration of Policy). In order to extend to
employees of the political sub-divisions of the State of
Maryland and to the dependents and survivors of such
employees, the basic protection accorded to others by the
Old Age and Survivors' Insurance system embodied in the
Social Security Act of the United States, it is hereby
declared to be the policy of the Legislature, subject to the
limitations of this sub-title, that such steps be taken as
to provide such protection to employees of the political
sub-divisions of the State of Maryland on as broad a basis
as is permitted under the Social Security Act.
30. (Definitions). The following terms, wherever used
or referred to in this sub-title, shall have the following
respective meanings, unless a different meaning clearly
appears from the context:
(a) The term "wages" means all remuneration for em-
ployment as defined herein, including the cash value of
all remuneration paid in any medium other than cash,
except that such terms shall not include that part of such
remuneration which, even if it were for "employment"
within the meaning of the Federal Contributions Act,
would not constitute "wages" within the meaning of that
Act;
(b) The term "employment" means any service per-
formed by an employee of any political sub-division of the
State, for such employer, except (1) service which in the
absence of an agreement entered into under this sub-title
would constitute "employment" as defined in the Social
Security Act; or (2) service which under the Social Secur-
ity Act may not be included in an agreement between the
