constructed as they shall deem necessary or expedient, and to
provide water and sewer systems and other community serv-
ices as they shall deem necessary and expedient, and to assess
and levy special taxes therefor against the properties bene-
fited, and collect the same as other taxes are collected.

(4) (Building Regulations. ) To make reasonable regula-
tions concerning buildings and signs to be erected within the
limits of the municipality, including a building code and
building lines and the requirements for building permits.

(5) (Cemeteries. ) To regulate the interment of bodies and
to control the location and establishment of cemeteries.

(6) (Community Services. ) To provide, maintain and oper-
ate such community and social services for the preservation
and promotion of the. health, recreation, welfare and enlight-
enment of the inhabitants of the municipality as the Commis-
sioners may determine.

(7) (Corporate Name. ) To change the corporate name of the
municipality provided that no such change shall affect any
rights, duties or obligations held by the municipality, and
provided further that such ordinance shall first be submitted to
and approved by the qualified voters of the municipality at a
regular or special municipal election.

(8) (Explosives. ) To control the use and handling of dan-
gerous and explosive materials and to prevent the firing of
any firearms or other explosive instruments.

(9) (Finances. ) To have the general management and con-
trol of the finances of the municipality including the power
to borrow money for any public purpose and issue notes or
bonds therefor, in such denominations and containing such
maturities, the best terms and conditions as the Commis-
sioners of Denton shall determine; provided all bond issues
shall be first approved by the eligible voters of said Town at a
regular or special election at which the issue shall be specific-
ally voted upon, and to designate by ordinance or resolution
the banks or trust companies in which shall be deposited all
funds belonging to the municipality.

(10) (Fire Department. ) To establish and maintain or
support a fire department; and to provide for the removal of
fire hazards, including the right to require adequate protective
measures to be taken by handlers of dangerous or explosive
materials.

(11) (Franchises. ) To grant franchises as provided under
existing public general or public local laws but shall not grant
any franchise for a period of more than 25 years.
