able, then the said taxes and all municipal assessments, water
and sewer rates and charges, shall be collected in accordance
with Article 81 of the Annotated Code of Maryland relating
to taw sales but the Treasurer of Dent on may proceed to collect
the same in the name of said Town, at law as a common debt,
and both methods may be employed simultaneously or suc-
cessively, and all costs of said proceedings, including reason-
able counsel fees to be fixed by the Court shall be collectible
as part and parcel of the debt.
138. Each of the Commissioners of Denton shall receive for
his services rendered in attending each meeting of the Com-
missioners which he shall actually attend the sum of ten dol-
lars ($10), provided, however, that no such Commissioner
shall receive pay for any meeting not actually attended nor in
any year more than the total sum of one hundred and sixty
dollars ($160) for such services.
140. (a) The Commissioners of Denton shall have general
power to pass such ordinances not contrary to the Public Gen-
eral or Public Local Laws and the Constitution of Maryland, as
it may deem necessary in order to assure the good government
of the municipality, to protect and preserve the municipal
rights, property and privileges, to preserve peace and good
order, to secure persons and property, from danger and de-
struction, and to protect and foster the health, comfort, wel-
fare and safety and convenience of the citizens of the munici-
pality.
(b) In addition to but not in substitution of the powers
which have been, or may hereafter be granted to it, the Com-
missioners of Denton also shall have the following express ordi-
nance-making powers:
(1) (Advertising. ) To provide for municipal advertising
for the printing and publishing of statements of the receipts
and expenditures of the municipality and the publication and
codification of all laws, ordinances, resolution or regulations
adopted by or affecting the municipality.
(2) (Appropriations. ) To expend municipal funds or apply
municipal property for any purpose deemed to be public and
to effect the safety, health and general welfare of the munici-
pality and its occupants, provided that funds not appropriated
at the time of the annual levy shall not be expended, nor shall
any funds appropriated be expended for any purpose other
than that for which it is appropriated except by a three-fifths
vote of all Commissioners.
(3) (Improvements. ) To establish and construct such
streets, curbs, gutters and sidewalks, or cause the same to be
