the sale and delivery of such alcoholic leverages from the
licensed premises to licensees and permit holders in Maryland
and persons outside of this State. A wholesale license of Class
5 and Class 6 when issued shall designate the Counties and or
Baltimore City in which the licensee is privileged to sell and
such licensee shall sell beer
only to retail licensees located in
such designated Counties and/or Baltimore City.

(c) Additional Licenses. The holder of a Class 1, Class 2
or Class 3 Wholesalers license, upon approval of application
and the payment of the fee, shall be
entitled to obtain more
than one such license provided separate records are kept.

(d) Additional Location. Where an application for a Class
5 or Class 6 Limited Beer wholesaler's license covers more
than one County and/or Baltimore City, an additional loca-
tion may be
applied for and obtained, provided that application
is made therefor, and further provided that two locations
under one license shall not be
located in one County or in
Baltimore City.

(e) Delivery. Delivery from a truck or vehicle under the
exclusive control of the holder of a wholesaler's license, of
beer
previously purchased by and delivered to the license
holder, shall constitute delivery from his place of business
within the meaning of this section.

5A. (a) An individual applicant, an applicant qualifying
as resident applicant for a corporation or each applicant for a
partnership, applying for a Manufacturer's or Wholesaler's
license shall have been for two years next preceding the filing
of the application a resident of the State of Maryland.

(b) The holder of a Manufacturer's or Wholesaler's license
shall not sell or deliver alcoholic beverages to any person in
this State other than a licensee or permit holder.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members, elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.
