(b) The Department may receive applications for re-
newal of registration and grant the same and issue new
registration cards and plates at any time prior to expira-
tion of registration, but no person shall display upon a
vehicle the new registration plates for more than [fifteen]
thirty days prior to the expiration of the registration
period.
SEC. 2. And be it further enacted, That this Act shall
be declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly the same shall take
effect from the date of its passage.

CHAPTER 22
(House Bill 93)
AN ACT to repeal Sections 510 to 526, inclusive, of Article 27
of the Annotated Code of Maryland (1939 Edition) title
"Crimes and Punishments", sub-title "Passengers—White
and Colored—Transportation by Railroad Companies—By
Steamboat Companies'7, said sections relating to the trans-
portation of white and colored passengers by steam railroad
companies and by steamboat companies.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 510 to 526, inclusive, of Article 27 of the
Annotated Code of Maryland (1939 Edition), title "Crimes
and Punishments", sub-title "Passengers—White and Colored
—Transportation by Railroad Companies—By Steamboat
Companies", be and they are hereby repealed.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.
