bank has assets which do not conform to the requirements of
state law for the converted state bank, or in either case there
are business activities which are not permitted for the result-
ing or converted state bank, the Bank Commissioner may per-
mit a reasonable time to conform with state law.
SEC. 2. And be it further enacted, That if any section, sub-
section, sentence, clause or other provision of this sub-title or
the application thereof to any person, corporation or circum-
stance is held invalid or unconstitutional, such invalidity or
unconstitutionality shall not affect the remaining provisions
of this sub-title and the application of such provisions to other
persons, corporations or circumstances.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, sub-
section (b) of Section 30 of Article 66½ of the An-
notated Code of Maryland (1947 Supplement), title
"Motor Vehicles, " sub-title "Administration—Registra-
tion—Titling, " permitting new registration plates to
be displayed on motor vehicles thirty days prior to the
expiration of the previous registration period.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That sub-section (b) of Section 30 of Article 66½ of the
Annotated Code of Maryland (1947 Supplement), title
"Motor Vehicles, " sub-title "Administration—Registration
—Titling, " be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
