"An Act to authorize, in their discretion, the County
Commissioners of Frederick County, to levy and collect a
tax on all the assessable property in the County, each year
in an amount not to, exceed Five Thousand Dollars to be
paid to the Trustees of C. Burr Artz Library, the same be-
ing a free public library for the purpose of the care and
maintenance of said library in Frederick County. " be and
it is hereby repealed and re-enacted, with amendments, to
read as follows:
1. The County Commissioners of Frederick County [be
and they] are hereby authorized, in their discretion, not
mandatorily, to, levy and collect a tax on all the assessable
property in the County, in each year, a sum not to exceed
[Five] Fifteen Thousand Dollars, to be paid by the Treas-
urer of Frederick County, to the Trustees of C. Burr Artz
Library, the same being a free, public library, for the pur-
pose of the annual care and maintenance of said library
in Frederick County.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1951.

CHAPTER 220
(Senate Bill 260)
AN ACT to add a new sub-section to Section 22 of Article
64A of the Annotated Code of Maryland (1947 Supple-
ment), title "Merit System'', said new sub-section to be
known as sub-section (a-1) and to follow immediately
after sub-section (a) of said Section, relating to com-
pensation to classified employees upon the termination
of service.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new sub-section be and it is hereby added to Section
22 of Article 64A of the Annotated Code of Maryland
(1947 Supplement), title "Merit System", said new sub-
