poration shall, at the end of his term, upon his removal from
office, be turned over to his successor as soon as he shall have
qualified as aforesaid, or to such person as said Board may
designate.
84E. Said Treasurer shall pay and discharge the obligations
and debts of said corporation with the money so as aforesaid in
his hands, and disburse the same only under the orders and
directions of the Board aforesaid, but no obligation shall be
discharged or debt paid unless the same has first been duly
exhibited to and passed by said Board and ordered to be paid
by it, and in no case shall said deposit or deposits be withdrawn
from said bank for any other purpose, except upon resolution
passed by said Board and entered upon its minutes.
84F. The President and Commissioners are hereby author-
ised, empowered and directed to levy during the month of July,
and cause to be collected, annually, taxes not more than
Twenty Cents on each $100. 00 of the assessed valuation of the
real and personal property in said Town, based on the State
and County assessments for all purposes, and any taxes so
levied shall be a lien on any and all property of the person,
company or corporation against whom they may be levied, and
the taxes for each year are payable on the 1st day of September
next succeeding the levy thereof, and shall be in arrears and
subject to interest at the rate of Six Per Cent from and after
the 1st day of October next succeeding the levy thereof.
84G. All taxes, fines, forfeitures and penalties imposed by
the President and Commissioners by any law or ordinance shall
be applied to the use of the Town as may, from time to time, be
directed by the President and Commissioners, by whom an
annual statement of receipts and disbursements shall be made,
and be open for the inspection of the citizens of the Town; all
such fines, penalties and forfeitures may be recovered before a
Justice of the Peace in the same manner as fines, penalties and
forfeitures are recovered by law, and for the non-payment of
such fines, penalties and forfeitures, the offender shall be com-
mitted to the County Jail for a period not exceeding thirty
days.
84H. The Commissioners of said Town shall appoint three
persons from among the voters thereof, who shall give at least
ten days notice by posting not less than five written or printed
notices in conspicuous public places in said Town of the time
and place at which said election shall be held, and the said
judges of said election, before opening the polls, shall make
oath or affirmation before some officer authorized to administer
oaths, that they will fairly and impartially set as judges of
