The said Commissioner shall appoint a Secretary and shall
prescribe his duties, and the entire compensation for all the
services he shall render as aforesaid shall be such sum as shall
seem proper to said Commissioners. All ordinances passed by
said Commissioners shall be entered by the Secretary in a book
to be kept by him for that purpose, and said ordinances, or
printed copies thereof, shall be kept for the inspection of any
person interested, and they shall also appoint a bailiff for the
Town, who within the limits of said Town, shall have all the
powers and perform all the duties of constables.
84. All the public property belonging to the town shall be
vested in said Commissioners, who [shall use the same for the
benefit of the town, and they] may sell or lease the same [with
the consent of a majority of the voters of the town; and may
impose fines not exceeding Ten Dollars for the violation of the
by-laws, which fines shall be collected, in the name of the said
Commissioners, as small debts. ] for the benefit of the Town,
but only with the consent of the majority of the qualified voters
of said Town, except leases for periods of one year or less,
which may be executed at the discretion of said Commissioners.
84A. Said Commissioners shall be five in number, and shall
be elected by ballot on the second Monday of January, annu-
ally; all inhabitants of said Town who are citizens of the State
of Maryland, above twenty-one years of age, who shall have
actually resided in the Town for six months next preceding the
election, at which they shall offer to vote, shall be entitled to
vote for said Commissioners but no person shall be eligible for
the office of Commissioner unless he shall be a citizen of the
State of Maryland and shall have resided in said Town for a
period of one year.
84B. The said Commissioners and all the officers in the said
corporation, before entering upon the duties of their office, shall
take an oath before some officer authorized by law to adminis-
ter oaths that they will diligently and faithfully, to the best
of their judgment and ability, discharge the duties of their
office without favor, partiality or prejudice; and said Commis-
sioners shall meet not more than one week after their election
and shall select one of their number President, who shall pre-
side at their meetings and preserve order; they shall also select
one of their number as Treasurer of said corporation to serve
until his successor shall qualify, whose duties it shall be to re-
ceive and receipt for all moneys belonging to said corporation
or to which it shall be in anywise entitled, to collect and re-
ceive all taxes, general or special, levied upon the assessed
value of all property within said Town, and receive the fines
