Laws of Maryland (1930 Edition), title "Cecil County", sub-
title "Charlestown", and to add thirteen new sections to said
Article said new sections to be known as Sections 84A to
84M, inclusive, and to follow Section 84 of said Article,
relating to the government of the Town of Charlestown, en-
larging its powers and providing for a referendum thereon.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 80, 82, 83 and 84 of Article 8 of the Code
of Public Local Laws of Maryland (1930 Edition), title "Cecil
County", sub-title "Charlestown", and to add 13 new sections
to said Article, to be known as Sections 84A to 84M, to follow
immediately after Section 84, and all to read as follows:
80. The citizens of Charlestown [who are actual residents
therein and qualified to vote for delegates to the general
assembly, shall elect by ballot on the second Monday of Janu-
ary, annually, five commissioners, who] are hereby incorpo-
rated by the name of "The Commissioners of Charlestown" [;
and the said Commissioners are enabled to sue and be sued, to
have a public seal, with such marks and devices as to them
shall seem proper, for the purpose of attesting official papers;
and to] and by that name shall have perpetual succession; may
sue and be sued; may purchase, hold and dispose of personal
and mixed property for the use and benefit of the said Town;
and to purchase and dispose of the real property only upon
and with the consent of the majority of the qualified voters of
the Town; may have and use a common seal which may be
altered at pleasure, and make by-laws and regulations to pre-
serve order, remove nuisances, and promote the welfare of the
town, not contrary to the laws of this State.
82. [Every Commissioner, at the time of his election, shall
be an actual resident of the town and qualified to vote for dele-
gates to the general assembly; if any vacancy occurs, the re-
maining Commissioners shall fill such vacancy until the next
general election. ]
If any vacancy shall occur by the death, resignation, removal
or refusal to act of any Commissioner of said Town, or if any
person elected as Commissioner of said Town shall be dis-
qualified for any cause, the remaining Commissioners shall
elect a proper person to fill said vacancy.
83. [The said Commissioners shall meet at such times as
they shall deem expedient, and may appoint a clerk to register
their proceedings; and may also appoint a bailiff of the town,
who, within the limits of said town and common, shall have all
the powers and perform all the duties of constables. ]
