SEC. 11. And be it further enacted, That this Act is hereby
declared to. be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 202
(House Bill 424)
AN ACT to add a new section to Article 8 of the Code of Pub-
lic Local Laws of Maryland (1930 Edition), title 'Cecil
County', sub-title 'North East', said new section to be known
as Section 296A and to follow immediately after Section 296
of said Article, providing that town taxes, charges, etc.
shall be paid before deed for property in North East may be
recorded.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
8 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Cecil County", sub-title "North East", said new
section to be known as Section 296A, to follow immediately
after Section 296 of said Article and to read as follows:
296A. (a) Before any deed for the conveyance of real estate
or chattels real within the limits of the Town of North East
shall be received for record by the Clerk of the Circuit Court
for Cecil County, the person offering said deed for record shall
submit the same to the Treasurer of the Town of North East,
who shall thereupon make transfer upon the Town Assessment
Books of said property to the name of the new owner or owners
thereof, and as evidence of said transfer shall stamp the said
deed showing said transfer and the payment of all taxes, pav-
ing assessments, sewer and water connection charges, water
rents and any and all other liens against the property to be
conveyed in said deed and due the said Town.
