more under the provisions of the aforesaid Chapters of the
Laws of Maryland and Ordinances of the Mayor and City
Council of Baltimore or any other law; (c) any act or thing or
any contract, lease, agreement or other legal instrument here-
tofore done, made or entered into by the Mayor and City
Council of Baltimore, the Commissioners of Finance or the
Board of Estimates of said municipality, or The Port Develop-
ment Commission of the City of Baltimore, or any of them, or
any combination of two or more of them, under the provisions
of any of the aforementioned Chapters of the Laws of Mary-
land or Ordinances of the Mayor and City Council of Balti-
more or any other law, or in connection with any of the matters
or things mentioned in or contemplated by any of the afore-
mentioned Chapters of the Laws of Maryland or Ordinances
of the Mayor and City Council of Baltimore or any other law;
or (d) any of the powers, duties or functions of the Mayor
and City Council of Baltimore, the Commissioners of Finance
or the Board of Estimates of said municipality, or The Port
Development Commission of the City of Baltimore, or any of
them, or any combination of two or more of them, under the
provisions of any of the aforementioned Chapters of the Laws
of Maryland or Ordinances of the Mayor and City Council of
Baltimore or any other law, or in connection with any of the
matters or things mentioned in or contemplated by any of the
aforesaid Chapters of the Laws of Maryland or Ordinances of
the Mayor and City Council of Baltimore or any other law.

Upon the creation of the Port of Baltimore Commission, all
of the powers, duties or functions vested in the Port Develop-
ment Commission of the City of Baltimore under the pro-
visions of Chapter 560 of the Laws of Maryland of 1920, as
amended by Chapter 242 of the Laws of Maryland of 1929,
and Ordinances Nos. 539 and 1097 of the Mayor and City
Council of Baltimore, approved October 2, 1928, and July 16,
1930, respectively, relating to the stock or certificates of
indebtedness heretofore issued or authorized to be issued under
said Acts and Ordinances, shall be vested in the Port of Balti-
more Commission.

In so far as any other provisions of this Act are inconsistent
with the provisions of any other law, the provisions of this
Act shall be controlling.

SEC. 10. And be it further enacted, That in case it be
judicially determined that any word, phrase, clause, sentence,
paragraph or section in this Act, or the application thereof to
any person or circumstance, be invalid, the remaining pro-
visions and the application of such provisions to other persons'
or circumstances shall not be affected thereby.
