WHEREAS, $150, 000 of said bonds have been issued but only
$90, 000 of the proceeds thereof have been expended; and
WHEREAS, it is the desire of the Mayor and City Council of
Laurel to expend the balance of the unexpended proceeds for
the extension and improvement of the water and sewer systems
of the Town of Laurel; now therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and City Council of Laurel be and it is
hereby authorized and empowered to expend the unexpended
balance of the proceeds received from the sale of the bonds
authorized by Chapter 814 of the Acts of 1941 and the bonds
authorized by Chapter 368 of the Acts of 1943, the unexpended
balance amounting to $60, 000, more or less, for the extension
and improvement of the water and sewer systems of the Town
of Laurel.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
11 (b) of Article 36 of the Annotated Code of Maryland (1947
Supplement), title "Fees of Officers", sub-title "Bailiffs",
relating to the compensation of the Crier in St. Mary's
County and to repeal Sections 44 and 45 of Article 19 of the
Code of Public Local Laws of Maryland (1930 Edition), title
"St. Mary's County", sub-title "Crier".
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 11 (b) of Article 36 of the Annotated Code
