next preceding the election at which they shall offer to vote,
shall be
entitled to vote for said President and Commissioners.

390A. (a). On the second Monday in June in the year nine-
teen hundred and fifty-one, and on the same date biennially
thereafter, the said voters shall elect a President of said
Board, who shall serve for the two years thence ensuing, or
until his successor is duly elected and qualified; also on the
second Monday in June, nineteen hundred and fifty-one, said
voters shall elect four (4) Commissioners for terms to be deter-
mined as follows: The two candidates for the Office of Com-
missioner of said Town receiving the highest number of votes
and having been thus elected and qualified, shall serve for the
term of two years from the date of their election, or until
their successors are duly elected and qualified; and the two
candidates for the Office of Town Commissioner receiving the
next highest number of votes, and having thus been
duly
elected and qualified, shall serve for the term of one year from
the date of their election, or until their successors are duly
elected and qualified; and on the second Monday of June,
nineteen hundred and fifty-two, and on that date annually
thereafter, said Voters shall elect two Commissioners to serve
for the term of two years from the date of their election, or
until their successors are duly elected and qualified.

(b). Any citizen of the said Town, being otherwise qualified,
desiring to be a candidate for the Office of President of the
Town Board, or for the Office of Commissioner, may either by
letter, addressed to the Commissioners of the Town of Rising
Sun
, express his intention to be a candidate for such office and
request that his name be so placed on the official ballot at the
next ensuing election, or any duly qualified citizen may be
nominated for either of the said offices from the floor at the
Annual Town Meeting to be held on the last Tuesday in May
of each year. If the nomination of a candidate for said offices is
in writing, it must be in the hands of the Secretary to said
Town Board not later than the day of said Annual Town
Meeting.

409A. (a). Before any deed for the conveyance of real
estate or chattels real within the limits of the Town of Rising
Sun shall be received for record by the Clerk of the Circuit
Court for Cecil County, the person offering said deed for
record shall submit the same to the Treasurer of the Town of
Rising 8un, who shall thereupon make transfer upon the Town
Assessment Books of said property to the name of the new
owner or owners thereof, and as evidence of said transfer shall
stamp the said deed showing said transfer and the payment of
all taxes, paving assessments, sewer and water connection
