yearly salary of [$100. 00] $300. 00 and shall serve for a term
of two years, or until his successor is duly installed.

40. (Creation, Salary and Composition of Council. ) Except
as otherwise provided in this charter all powers of the town
shall be vested in a Council consisting of two members for each
ward and the Mayor, elected at large from the town in the
manner hereinafter provided. The term of each Councilman
shall be for four years except as hereinafter provided and un-
til his successor shall have qualified, and shall begin on the
first regular meeting after the Town Council has certified to
their election.

At the first election of the Town Council after the adoption
of this charter, one Councilman from each ward shall be elected
for a term of two years, and the other Councilman in each
ward shall be elected for a term of four years. Thereafter, each
succeeding Councilman shall be elected for a term of four
years, as above stated. Regular elections for Councilman will
take place every two years.

If a vacancy occur in the Council it shall be filled in accord-
ance with Section 55 of this charter. Each Councilman shall
receive a yearly salary, [the amount of which shall be pre-
scribed by ordinance, but not to exceed $100. 00. Until other-
wise fixed by ordinance such salary shall be $25. 00 per year.
No ordinance fixing or changing the salary of Councilmen shall
become effective during the current term of office of the Coun-
cilmen enacting such ordinance. ] of $200. 00. Councilmen shall
be qualified voters of the town and residents of the ward they
represent, and shall not hold any other elective public office,
except that Councilmen may be Notary Publics, members of
the State militia, or non-elective officers or employees of the
United States. A Councilman ceasing to possess any of the
qualifications specified in this section, or convicted of a crime
while in office, shall immediately forefeit his office. He must
own property (in the Town of Bladensburg) assessed at
$1, 000. 00 on the County assessment books, in his or her name
whether or not jointly with spouse.

42A. (Duties. ) The Treasurer shall make all collections of
taxes and receive all money paid for the use and benefit of said
town; he shall keep an account of the receipts and disburse-
ments of the funds of the town, in a well bound book, to be
provided by the said Mayor and Town Council for that pur-
pose, and shall render the account to the Mayor and Town
Council when required by them, for all moneys received by
him, provided it is furnished at least once monthly, and shall
promptly disburse on the order of the Mayor and Town Coun-
