cil under such regulations as it may prescribe, all sums of
money so received by him. He shall receive for his services a
sum equal to five (5) percentum of taxes and assessment or
all other sums collected by him in lieu of all other compensa-
tion or a sum not to exceed [$1, 800. 00] $3, 000. 00 annually, as
determined by the Town Council. He shall perform such other
duties as are hereinafter prescribed for him.

SEC. 2. And be it further enacted, That before this Act shall
become effective, the question shall be submitted to the quali-
fied voters of the town at the regular election to be held therein
on the first Monday in May 1951. There shall be placed on the
official ballots or on the voting machines, if such are used, the
words "For Pay Increase, " and the words "Against Pay In-
crease, " with suitable provision for the voter to indicate his
choice. If a majority of the qualified votes cast on said ques-
tion shall be cast "For Pay Increase, " this Act shall become
effective as to the Mayor, members of the City Council and
Treasurer of the Town of Bladensburg, duly chosen to take
office after said first Monday in May 1951. If a majority of the
qualified votes on said question shall be cast "Against Pay
Increase, " this Act shall not become effective and shall be
wholly null and void.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.
