SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That a new section be and it is hereby added to the Code
of Public Local Laws of Prince George's County (1943 Edi-
tion, being Article 17 of the Code of Public Local Laws of
Maryland), title "Prince George's County", said new section
to be added to the Charter of the Town of Bladensburg, as said
Charter was enacted by Chapter 341 of the Acts of 1947, to be
known as Section 57D, to follow immediately after Section
57C thereof, and to be under the sub-title "Bladensburg", and
to read as follows:

57D. In addition to all other powers of taxation vested in
the Mayor and Town Council, it shall be authorized and em-
powered to levy a special tax upon property within the Town
of Bladensburg, in order to provide land and buildings, or
either of them, for any lawful municipal purposes. The pro-
ceeds of such tax may be expended directly upon such land
and buildings, or such proceeds may be applied to pay the
interest as it comes due and to redeem the principal on any
bonds, notes or other certificates of indebtedness issued to pro-
vide immediate funds for such land and buildings. The Mayor
and Town Council is authorized and empowered to issue such
bonds, notes or other certificates of indebtedness, and to
borrow such money, subject to such rate of interest and other
terms and conditions as to the said Mayor and Town Council
seem proper; and such authority to issue bonds, notes or other
certificates of indebtedness, and to borrow money, shall be in
addition to all other such powers vested in the said Mayor and
Town Council. Any such special tax or taxes shall not be im-
posed at any one time in the aggregate in excess of
TEN cents
on the One Hundred Dollars of assessed valuation. Any ordi-
nance or resolution to impose such a tax or taxes shall be
effective only if it has first been submitted to a referendum of
the voters of the Town, at any regular or special election
therein. The Mayor and Town Council shall give at least two
weeks' notice to said voters, of the submission of any such
question, in a newspaper of general circulation in the Town.
The ballots or ballot labels shall contain a brief summary of
the amount and purposes of the proposed tax, with the words
"For the proposed tax", and "Against the proposed tax". If a
majority of the persons voting on said question vote "For the
proposed tax", the Mayor shall so proclaim publicly, and the
said ordinance or resolution shall thereupon be effective and
in force, according to its terms. If a majority of the persons
voting on said question vote "Against the proposed tax", the
Mayor shall so proclaim, and the said ordinance or resolution
shall thereupon be null and void, and of no further force or
effect.
