proper expenses for the negotiation, sale and liquidation
of said bonds or certificates of indebtedness and for the
planning and construction of roadways, alleys, curbs, side-
walks, gutters, storm sewers, street lighting, bridges and
other public improvements, structures and buildings, and
sites therefore THEREFOR and the acquisition of equip-
ment to provide essential public services, as provided for
herein.

The hereinbefore mentioned limitation of eight per
centum (8%) of the assessed valuation constitutes an over-
all limitation of borrowing capacity, notwithstanding any
borrowing power heretofore authorized by the general as-
sembly of Maryland, and any sums outstanding incident
to any heretofore authorized bonds issues shall be included
in the determination of the limitations authorized in this
section.

206. The mayor and town council are hereby authorized
to do all acts not specifically mentioned herein which may
be necessary to issue and sell said bonds or certificates
OF indebtedness, TO provide for the payment thereof and
the interest thereon, and to arrange for construction of the
roadways, alleys, curbs, sidewalks, gutters and storm
sewers, street lighting, bridges and other public improve-
ments, structures and buildings, and site, AND FOR THE
ACQUISITION OF SITES therefor, and for the acquisi-
tion of equipment to provide essential public services as
provided for herein. The bonds or certificates of indebted-
ness thereunder shall be the direct obligation of the mayor
and town council of Cheverly, Maryland, and the said cor-
poration shall be responsible therefor.

207. The mayor and town council, shall have the power
to assess against the abutting property and collect from
the owners thereof the initial cost of constructing road-
beds, alleys, curbs, sidewalks, gutters and street improve-
ments, including the costs of street and public alley In-
tersections, all construction costs including that for drains
and culverts where necessary, excavation, preparation of
preliminary plans, advertising for bids, and all costs for
the preparation of ordinances pertaining to the Improve-
ments of any such street cost for verification of title and
cost for preparation of assessment collection rolls to be
supplied for the use of the town treasurer.

208. The mayor and town council shall levy agaist
