committed, and the mayor and town council is authorized
to pay the costs of such imprisonment.

(L) To acquire, maintain, and dispose of such equip-
ment, including motor vehicles of any type, as may be
necessary and proper to carry out any power or authority
granted by this charter.

(M) To regulate or prohibit by ordinance the construc-
tion and maintenance of artificial ponds, pools, and lakes
on any property within the town limits.

Provided however, that any public work authorized by
this Charter, not carried out by employees of the town,
the cost of which may be in excess of One Thousand Dol-
lars ($1, 000), shall be carried out under contract, for
which the mayor and town council shall invite at least
three sealed bids from responsible bidders which bids
shall be opened publically and only at a public meeting
of the mayor and town council; and the mayor and town
council shall award the contract to the lowest responsible
bidder, reserving the right to reject any and all bids re-
ceived.

205. To, effectuate the construction of roadways, alleys,
curbs, sidewalks, gutters, storm sewers, street lighting,
bridges and other public improvements, structures and
buildings, and to acquire sites therefor within or adjacent
to the town of Cheverly, and the acquisition of equipment
to provide essential public services, the mayor and town
council are hereby authorized and empowered to borrow
from time to time on the credit of the town a sum or sums
of money which shall not, however, exceed in amount at
any one time the total sum of eight per centum (8%) of
the assessed valuation of all real property in the town ap-
pearing on the assessment books of Prince George's
County, State of Maryland, and to issue bonds or certifi-
cates of indebtedness therefor, which shall be payable on
or before ten years from the date of issuance, with inter-
est thereon not to exceed the rate of six percentum (6%)
per annum, payable semi-annually unless of shorter dura-
tion than at the maturity of said obligation. The funds
derived from the sale of said bonds or certificates of in-
debtedness shall be deposited by the mayor and town coun-
cil of Cheverly, Maryland, in some safe banking institu-
tion in the State of Maryland, to be determined by them
and in the case of funds involving assessable improvements
shall be subject to the check of the town clerk and treasurer
only when countersigned by the mayor and one member of
the town council. Out of said funds shall be paid only the
