wherein Wicomico County is concerned. He shall also appear
in and prosecute or defend all cases, civil or criminal, where
Wicomico County is interested as plaintiff or defendant. For
his services above set forth he shall receive an annual salary
of not more than One Thousand Dollars ($1, 000. 00), payable
monthly, during the time of his services, or proportionate part
thereof, and the payment for his services above mentioned as
well as for any other services not hereinabove set forth shall
be provided for in the annual levy of Wicomico County in each
and every year, and paid in the same manner as other indebted-
ness of said County is paid. The County Commissioners may
fill any vacancy caused by resignation, death or otherwise, and
may discharge and appoint a new counsel at its discretion.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members, elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

(House Bill 490)
AN ACT to add seven new sections to Article 14 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Howard County", sub-title "Building Regulations", to be
known respectively as Sections 33A to 33G, inclusive, of
said Article, to follow immediately after Section 33 of said
Article, all of said sections relating generally to building
regulation and inspection in the several election districts
of Howard County, and to provide for the appointment and
payment by the County Commissioners of Howard County
of a Buildings Engineer, Building Inspectors, and other
necessary personnel, prescribing the powers and duties of
the Buildings Engineer and the Building Inspectors, includ-
ing inspection of fire or panic exits in buildings, requiring
