funds to pay the salaries and expenses hereinbefore provided
for.
SEC. 2. And be it further enacted. That all Acts or parts of
Acts inconsistent with the provisions of this Act are hereby
repealed to the extent of such inconsistency.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
Immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 130
(House Bill 339)
AN ACT to repeal Section 26 of Article 23 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Wicomico County", sub-title "County Commissioners", and
to enact in lieu thereof a new Section 26 to follow immedi-
ately after Section 25 relating to the appointment of a coun-
sel to the Commissioners, defining his duties and providing
for his compensation.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 26 of the Code of Public Local Laws of
Maryland (1930), title "Wicomico County", sub-title "County
Commissioners", be and the same is hereby repealed and that
a new Section 26 be and it is hereby enacted in lieu thereof,
to follow immediately after Section 25 and to read as follows:
26. The County Commissioners of Wicomico County shall
have power to appoint a counsel. Said counsel shall advise the
County Commissioners, when requested, on all questions of
law where Wicomico County is concerned, and assist the
County Commissioners in all legal inquiries and investigations
