correction of hazardous conditions therein, and prescribing
penalties for failure to comply therewith, authorizing and
empowering the County Commissioners of Howard County
to fix and from time to time to alter a schedule of fees or
charges for the issuance of permits for the erection, con-
struction, repair, alteration, remodeling, removal or demoli-
tion of buildings or structures, or parts thereof, in Howard
County; requiring application and payment for permits; pro-
viding for the disposition of monies received from the issu-
ance of permits, providing for procedure upon refusal of a
permit by the Buildings Engineer by reference to the County
Commissioners, with the right to appeal from its order to
the Circuit Court for Howard County, establishing penalties
for the violation of requirements as to securing building
permits; authorizing and empowering the County Commis-
sioners of Howard County generally to regulate the erection,
construction, repair, alteration, remodeling, removal and de-
molition of all buildings and structures, or parts thereof,
in Howard County, and provide for the inspection thereof,
to regulate smoke conditions; providing procedure for adop-
tion or amendment of building rules and regulations, the
printing of same and their use as evidence; providing in-
junctive relief for violations or threatened violations, and
criminal penalties for the violation of certain provisions
and of any rules or regulations promulgated by the said
Commissioners; requiring adequate provisions for waste,
sewage and drainage disposal from any building or structure
in Howard County, and providing for approval and inspec-
tion by the Buildings Engineer of plans and installations.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That seven new section be added to Article 14 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Howard County", sub-title "Building Regulations", said new
sections to be known as Sections 33A to 33G, inclusive, to
follow immediately after Section 33 of said Article, and to
read as follows:

33A. The County Commissioners of Howard County are here-
by authorized and empowered to appoint and employ some
suitable person as Buildings Engineer of Howard County, and
such number of Building Inspectors, assistants, stenographers,
clerical and other help as they may deem necessary. The Build-
ings Engineer and Building Inspectors, and all other person-
nel, shall be removable from office at any time in the discre-
tion of the County Commissioners, and shall be paid such com-
pensation for their services, and expenses in connection there-
with, as the County Commissioners of Howard County may de-
