To the Cleric of the Court of Appeals:

I, VIVIAN V. SIMPSON, SECRETARY OF STATE OF THE STATE OF
MARYLAND, pursuant to the direction contained in Section 203
of Article 33 of the Annotated Code of Maryland (1947 edition)
DO HEREBY CERTIFY, That at an election held in Frostburg,
Allegany County, on Tuesday, April 4, 1950, an Act known as
Chapter 748 of the Acts of the General Assembly of 1949, was
submitted to the voters of Frostburg, for their adoption or
rejection under the provisions of Article 16 of the Constitu-
tion of this State, said act being:

An Act to repeal and re-enact with amendments Sections
200 and 201 of Article 1 of the Code of Public Local
Laws of Maryland (1930 Edition) title "Allegany
County", sub-title "Frostburg", relating to the em-
ployees to be placed under the jurisdiction of the Civil
Service Commission and rearranging said sections.

AND I DO CERTIFY, That at said election 563 votes were cast
"For Civil Service" and 684 votes were cast "Against Civil
Service". A majority of votes being cast against the adoption
of the said referred law, it has, therefore, failed of ratification.
