ten percent in the retirement allowance for members who re-
tire under "ordinary disability. " The Board of Trustees feel,
and I agree, that it would be unwise to make any change affect-
ing this particular provision of the existing retirement law.

Dear Mr. Speaker:


House Bill No. 341 would permit teachers and other em-
ployees who did not join the Teachers' Retirement System at
the date of its establishment on April 1, 1927, to now become
members and receive credit for prior and membership service
if retroactive payments are made to the system. The entire
cost for prior service (previous to April 1927) would be paid
by the State of Maryland; the cost of membership service (after
April 1927) would be paid on the basis of approximately one-
half by the teacher and one-half by the State of Maryland.

The Board of Trustees of the Teachers' Retirement System
has called my attention to the fact that these teachers and
other employees were given an opportunity of becoming mem-
bers of the system during the period of April 1927 and April
1928, under the provisions of the law, and receive credit for all
prior service. The teachers and other employees who would
benefit under the proposed law consist of those who have never
joined the system up to this time, as well as teachers and em-
ployees who became members of the system at a date subse-
quent to April 1, 1927.

I am returning this Bill without my approval because the
Board of Trustees of the Teachers' Retirement System and
I believe it would be unwise to make any change affecting this
particular provision of the existing requirement law.
