transmit to the [Comptroller] Game and Inland Fish Com-
mission of this State all monies received by them for licenses,
and [the] said monies shall be accounted for by the said Com-
mission to the Comptroller of this State. The amounts so
received by the Comptroller shall be placed to the credit of a
separate fund to be known as "The State Game Protection
Fund", and shall be disbursed by the Comptroller from time
to time on warrants signed by the Director and countersigned
by a representative of the Commission. The monies in said
Fund shall be used solely for the salaries and expenses of the
Game and Inland Fish Commission, the Director and his
subordinates, and for scientific investigation and the protec-
tion and propagation of birds, wild fowl, inland fish, and game.
The Game and Inland Fish Commission shall require the
Director to file an annual account with it showing the entire
receipts and disbursements of himself and all deputies and
exhibit vouchers therefor and also shall require said Director
to file an annual bond in the penalty of Two Thousand Dollars
($2, 000. 00) for the faithful performance of his duties, the cost
of the bond to be paid out of the State Game Protection Fund.
39 (c). The Clerks of the Circuit Court of Frederick, Mont-
gomery, Washington, Harford and Cecil Counties shall on the
first day of July, 1943, and on the first day of each and every
month thereafter transmit to the [Comptroller] Game and
Inland Fish Commission of the State all moneys received by
them for the issuance of the aforesaid licenses and [said] such
funds shall be accounted for by the said Commission to the
Comptroller of the State. All moneys so received by the Comp-
troller shall be placed to the credit of the State Game Protec-
tion Fund, and said Clerks shall report to the Director the
first of each and every month the name and address of each
licensee to whom they have issued licenses the preceding month
for a skiff or rowboat, designating number of said license and
description of said boat.
47. (License for Blinds. ) (a) A bona fide resident of this
State, or a non-resident owner of land bordering on the
Potomac River, or on any other waters, his lessee or licensee,
may erect, set, or maintain a booby, brush, or stake blind as
provided in this sub-title after first obtaining a license so to
do from the Clerk of the Circuit Court of the County in which
said blind is located opposite the shore thereof, and said Clerk
is authorized to issue said license upon payment by the
applicant of the sum of Five Dollars ($5. 00) and in addition
to the license fee so received the Clerk issuing same shall
collect and retain the sum of Fifty Cents (50^), in lieu of all
other compensation, as the Clerk's fee. The Clerk of the
Court shall not issue to any one person license to erect, set,
