That for the purpose of retiring bonds authorized to be issued
by this Act, and payment of the interest thereon, there shall be
levied against all of the assessable property within the Sani-
tary District, by the County Council and by the County Com-
missioners of Montgomery and Prince George's Counties,
annually so long as said bonds are outstanding and not paid,
a tax sufficient to meet the interest on said bonds, and to pay
the principal thereof as the said principal and interest mature
or become due; said tax shall be determined, levied, collected
and paid over to said Commission in the manner provided by
Section 6 of said Chapter 122, or any amendment thereof, and
all of the provisions of said Section 6 shall apply to the bonds
issued hereunder.

For the purpose of retiring the bonds authorized to be issued
by this Act and the payment of the interest thereon and for
the purpose of paying for the cost of the maintenance of its
sewerage system and its disposal facilities, including the over-
head expense and proper depreciation allowance, and pay-
ments to the Commissioners of the District of Columbia for 'dis-
posal of Sanitary District sewage, said Commission shall be
empowered and directed to make a sewer usage charge, charge-
able against all properties connected to said Commission's
sewerage system. Said charges shall be based upon the water
consumption of the properties connected to the sewerage sys-
tem. The sum so collected annually for the payment of prin-
cipal and interest due on outstanding bonds shall be deducted
from the amount which the Commission has determined to be
necessary to be raised by direct taxation upon certification
to the County Council and to the County Commissioners of
said Counties. Bills for the amount of the charges shall be
sent monthly, quarterly or semi-annually, as the Commission
may determine to each property connected to the sewerage
system, and shall be thereupon payable at the office of the
Commission; and if any bill shall remain unpaid after 30 days
from date of sending, the Commission shall after written
notice, to be left upon the premises or mailed to the last known
address of the owner, turn off the water from the property in
question and it shall not be turned on again until said bill
shall have been paid. If any bill shall remain unpaid for 60
days after being sent out by the Commission it shall be collecti-
ble against the owner of the property served, in the same
manner as other debts are collectible in the respective counties.

Sec. 2. And be it further enacted, That this Act shall take

effect June 1, 1951.

SEC. 2. AND BE IT FURTHER ENACTED THAT THE
POWERS GRANTED BY THIS ACT SHALL BE DEEMED
