shall hold office during the pleasure of the Governor, and
shall receive such salary as is provided in the Budget.
(b) [The Adjutant General upon the recommendation of]
The Director, with the approval of the Governor, may employ
such technical, clerical, stenographic, and other personnel and
fix their compensation and may make such expenditures within
the appropriations, or from other funds made available to him
for purposes of civil defense, as may be necessary, to carry
out the purposes of this sub-title. He shall be provided with
necessary and appropriate office space, furniture, equipment,
supplies, stationery and printing.
(c) The Director [, subject to the direction and control of
the Adjutant General, ] shall be the executive head of the State
Civil Defense Agency and shall be responsible to the Governor
for carrying out the program for civil defense for the State of
Maryland. He shall coordinate the activities of all organiza-
tions for civil defense within the State and shall maintain
liaison with and cooperate with civil defense agencies and or-
ganizations of other States and of the Federal Government.
182. (Civil Defense Advisory Council. ) There is hereby
created a Civil Defense Advisory Council, [consisting of five
members who] consisting of such number of persons as the
Governor shall determine, all of whom shall be appointed by
the Governor and shall serve during his pleasure. The Council
shall advise the Governor [, the Adjutant General] and the
Director on all matters pertaining to civil defense. The mem-
bers of the Council shall serve without compensation, but may
be reimbursed for their reasonable and necessary expenses
incurred in the performance of their duties.
183. (Civil Defense Powers of the Governor. ) (a) The Gov-
ernor shall have general direction and control of the Civil
Defense Agency, and shall be responsible for the carrying out
of the provisions of this sub-title. In the event of disaster be-
yond local control, the Governor may assume direct opera-
tional control over all or any part of the civil defense func-
tions within the State. [The Governor is authorized to dele-
gate such powers as he may see fit to the Adjutant General. ]
184. (LOCAL ORGANIZATIONS FOR CIVIL DE-
FENSE. ) EACH POLITICAL SUB-DIVISION OF THIS
STATE IS HEREBY AUTHORIZED AND DIRECTED TO
ESTABLISH A LOCAL ORGANIZATION FOR CIVIL DE-
FENSE IN ACCORDANCE WITH THE STATE CIVIL DE-
