FENSE PLAN AND PROGRAM. EACH LOCAL ORGANI-
ZATION FOR CIVIL DEFENSE SHALL HAVE A DIREC-
TOR AND ALTERNATE WHO SHALL BE APPOINTED
BY THE GOVERNOR UPON THE RECOMMENDATION
OF THE MAYOR OR GOVERNING BODY OF THE POLITI-
CAL SUB-DIVISIONS, AND WHO SHALL HAVE DIRECT
RESPONSIBILITY FOR THE ORGANIZATION, ADMINIS-
TRATION AND OPERATION OF SUCH LOCAL ORGANI-
ZATION FOR CIVIL DEFENSE, SUBJECT TO THE DI-
RECTION AND CONTROL OF SAID MAYOR OR GOV-
ERNING BODY, UNDER GENERAL DIRECTION OF THE
GOVERNOR.
185. (Mutual Aid Arrangements. ) The Director, [operating
under the Adjutant General, ] in collaboration with other pub-
lic and private agencies within the State, will develop, or cause
to be develop, mutual aid arrangements for reciprocal civil de-
fense aid and assistance in case of disaster of extreme nature
which affects two or more political sub-divisions.
187. (Utilization of Existing Services and Facilities. ) In
carrying out the provisions of this sub-title, the Governor [,
the Adjutant General] and the executive officers or governing
bodies of the political sub-divisions of the State are directed
to utilize the services, equipment, supplies and facilities of
existing departments, offices and agencies of the State and of
the political sub-divisions thereof to the maximum extent
practicable, and the officers and personnel of all such depart
ments, offices and agencies are directed to cooperate with and
extend such services and facilities to the Governor or to the
Director and to the civil defense organizations throughout the
State upon request.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths, of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.
