to him by the applicant for his services in issuing the certificate
of registration and metal plates or markers. Each applicant
for registration of a motor vehicle shall, in addition to the
registration or license fees required by this Article, pay a fee
of fifteen cents for the services rendered by the County Treas-
urer in connection with such registration, this fee to be de-
ducted each week before remitting to the said Commissioner
of Motor Vehicles. Each of the County Treasurers so directed
to issue tags shall first provide to the State of Maryland a bond
in such form and in such amount as prescribed by the Comp-
troller.

(b) The Commissioner of Motor Vehicles shall furnish each
County Treasurer all the necessary forms or blanks, including
reports, as well as all metal plates or markers, and all station-
ery necessary to enable the said County Treasurer to perform
the duties herein set forth; but each County Treasurer shall
pay for any additional clerks occasioned in performing these
duties out of the fees payable to him, provided that in Prince
George's County there shall also be
paid to the County Treas-
urer from the receipts of the fifteen cent fee the sum of $2, 500
annually
TO COVER COSTS, EXPENSES AND ADDI-
TIONAL LABOR INCIDENT TO THE COLLECTION OF
SAID RECEIPTS, SAID SUM TO BE DISBURSED BY
SAID TREASURER IN WHATEVER MANNER HE
DEEMS NECESSARY AND PROPER. The provisions of this
section shall not apply to Baltimore, Cecil, Harford and
Howard Counties.

(c) The following counties shall leave the decision as to
whether or not this section shall apply to the Board of Coun-
ty Commissioners of the respective counties by appropriate
resolution: [Allegany, ] Carroll, Dorchester, Frederick, Prince
George's, Worcester, Washington and Wicomico. The tax col-
lector for the first tax collection district of Allegany County
is hereby authorized and directed to act as the agent of the
Commissioner of Motor Vehicles in the registration of motor
vehicles and trucks, as specified in this section. The County
Treasurers of Somerset County, Calvert County and Garrett
County are hereby mandatorily directed to act as the agent
of the Commissioner of Motor Vehicles in the registration of
motor vehicles of the Class A passenger or pleasure type and
to issue metal plates or markers, as hereinabove prescribed.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.
