(c) At the expiration of the terms of office of the five mem-
bers appointed in this section, their successors shall be ap-
pointed by the County Commissioners of Frederick County to
serve for terms of five years each. The County Commissioners,
in making appointments, shall appoint persons solely because
of their character and fitness. And beginning with the year
1951, the County Commissioners shall make appointments so
that not more than three of the appointed members on said
Board shall be of the same political party. Hereafter appoint-
ments shall be made so that one member of said Board shall be
appointed from each of five geographical areas composed as
follows: (1) The Election Districts of Brunswick, Peter smile,
Jefferson, Ballenger, Buckeystown, and Urbana; (2) The Elec-
tion Districts of Middletown, Jackson, Catoctin, Burkittsville
and Braddock; (3) The Election Districts of Hauvers, Emmits-
burg, Thurmont, and Creagerstown; (4) The Election Districts
of Tuscarora, Lewistown, Woodsboro, Walkersville, and Johns-
ville; and (5) The Election Districts of Woodville, New
Market, Frederick, Linganore, Liberty, and Mt. Pleasant.
(d) The Board shall hold at least one regular meeting per
month and such special meetings as are called on order of the
Chairman. The Board may, within its discretion and by means
of an advertisement in a newspaper regularly published in
Frederick County, invite interested citizens to attend and pre-
sent petitions and requests at such special meetings.
(e) Each appointed member of the Roads Board shall be paid
the sum of Five Dollars ($5. 00) per meeting for actual attend-
ance at regular or duly called special meetings for purposes of
covering expenses incidental to said attendance. The County
Commissioners shall each be paid from the funds of said Board
the sum of $1200. annually as compensation for their serv-
ices on said Board, said sum to be in addition to the com-
pensation allowed them as County Commissioners. $600. 00
ANNUALLY TOWARD TRAVELING AND OTHER EX-
PENSES IN CONNECTION WITH THEIR DUTIES AS
MEMBERS OF SAID BOARD. Each member of the Roads
Board, when acting in his official capacity as a member of said
Board, shall receive traveling expenses at the rate of Ten
Cents (10¢) per mile, in addition to the sums hereinbefore
provided.
124. The duly constituted attorney for the Board of County
Commissioners of Frederick County is hereby made the attor-
ney for the County Roads Board of Frederick County and shall
receive as compensation the sum of One Hundred Dollars
($100. 00) THREE HUNDRED DOLLARS ($300. 00) per
annum, plus fees for special services to said Board, as author-
ized by the County Commissioners of Frederick County.
