"PROCEDURE FOR ISSUE OF LICENSES", "RESTRIC-
TIONS", "SURETY BONDS" "AND "BOARDS OF
LICENSE COMMISSIONERS", AND SUB-SECTION
103 (B) THEREOF HAVING BEEN AMENDED BY
CHAPTER 102 OF THE ACTS OF 1950; TO ADD SUB-
SECTIONS 24A (A), 37 (F), 57 (B-1), 59 (A-1), 105
(G-1), AND 127 (A-1) TO SAID ARTICLE, SAID NEW
SUB-SECTIONS TO BE UNDER THE SEVERAL SUB-
TITLES "LOCAL LICENSES AND LICENSE PROVI-
SIONS", "GENERAL PROVISIONS ON ISSUE OF
LICENSES", "REVOCATION AND SUSPENSION OF
LICENSES", "RESTRICTIONS" AND "BONDS OF
LICENSE COMMISSIONERS", AND SAID NEW SUB-
SECTIONS TO FOLLOW IN ORDER AFTER SECTION
24 AND AFTER SUB-SECTIONS 37 (E), 57 (B), 59
(A), 105 (G) AND 127 (A) OF SAID ARTICLE AND
SUB-TITLES AND ALL TO READ AS FOLLOWS:

24A. ALLEGANY COUNTY. (A) IN ALLEGANY
COUNTY THE WORD "RESTAURANT" AS USED IN
SECTION 12 SHALL MEAN A BUSINESS ESTAB-
LISHMENT FOR THE ACCOMMODATION OF THE
PUBLIC, FULLY EQUIPPED WITH A PROPER AND
ADEQUATE DINING ROOM, TABLES AND CHAIRS
AND SUFFICIENT FACILITIES FOR PREPARING AND
SERVING REGULAR MEALS AS MAY BE APPROVED
BY THE BOARD OF LICENSE COMMISSIONERS AND
HAVING SANITARY FACILITIES, RUNNING HOT
AND COLD WATER, EQUIPMENT FOR THE PROPER
CLEANSING OF DISHES, ADEQUATE TOILETS AS
MAY BE APPROVED BY SAID BOARD AND BY THE
DEPARTMENT OF HEALTH AND SUFFICIENT
FOOD ON THE PREMISES FOR SERVING REGULAR
MEALS.

37. (d) The Board shall in its discretion direct the
Clerk not to issue a license whenever in its opinion any
petitioner or petitioners is or are an unfit person or per-
sons to be granted such license; or in the discretion of the
Board when the place for which the license is applied for
is not a proper one with reference to the public peace and
general welfare of the neighborhood or to the character of
its inhabitants, due regards being given to the number of
said licenses issued for said neighborhood as well as all
specific restrictions and conditions set forth in this Article.
[The Board shall restrict the granting of the number of
those licenses designated as beer, wine and liquor licenses
Classes A, B and D, so that the number of all three classed
