into consideration any prior indebtedness, whether authorized
or outstanding under this or any other Act of Assembly.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.

(House Bill 682)
AN ACT to add a new section to Article 2B of the Annotated
Code of Maryland (1947 Supplement), title "Alcoholic Bev-
erages", sub-title "Local Licenses and License Provisions",
said new section to be known as Section 28A and to follow
immediately after Section 28 of said Article, providing for
a license to sell alcoholic beverages at race tracks in Howard
County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
2B of the Annotated Code of Maryland (1947 Supplement),
title "Alcoholic Beverages", sub-title "Local Licenses and Li-
cense Provisions", said new section to be known as Section
28A, to follow immediately after Section 28 of said Article,
and to read as follows:
28A. Race Track License. (1) In Howard County the owner
or owners of any regularly licensed racing establishment,
whether individual, association of individuals, or a corporation,
shall be entitled to procure a license for the sale of any and all
alcoholic beverages within the confines of its racing park in
said county.
(2) The cost for such license shall be $1, 000. 00 $750. 00 each
calendar year, payable to the Clerk of the Circuit Court for
Howard County, and shall entitle the holder to sell at one or
more locations within its said park.
(3) Such licenses and the licensees thereunder shall be sub-
ject to all laws, rules and regulations applicable in Howard
