being Article 1A of the Code of Public Local Laws of Mary-
land), title "City of Cumberland", sub-title "Elections",
changing the date from which the Mayor and City Council-
men shall hold office from the first Monday in April next
succeeding their election to the first Monday in July next
succeeding their election; PROVIDING THAT SAID
CHANGE SHALL NOT AFFECT THE TIME AT WHICH
THE MAYOR AND CITY COUNCILMEN ELECTED IN
THE YEAR 1952 SHALL TAKE OFFICE AND THAT
SAID CHANGE SHALL BE EFFECTIVE FROM AND
AFTER THE YEAR 1954.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That Section 12 of the Charter of the City of Cumberland
(1950 Edition, being Article 1A of the Code of Public Local
Laws of Maryland), title "City of Cumberland", sub-title,
"Elections", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

12. The Mayor shall not be less than thirty years of age, and
each of the said four Councilmen shall not be less than twenty-
five years of age at the time of their election; they shall each
of them be citizens of the United States and for five years im-
mediately preceding their election residents of the City of
Cumberland. The said Mayor and City Councilmen shall hold
office for a period of two years from the first Monday in
[April] July next succeeding their election and until their
successors shall have been duly elected and qualified.

SEC. 2. AND BE IT FURTHER ENACTED, THAT NOTH-
ING IN THIS ACT SHALL BE CONSTRUED TO AFFECT
THE TIME AT WHICH THE MAYOR AND CITY COUN-
CILMEN ELECTED IN THE YEAR 1952 SHALL TAKE
OFFICE. SAID MAYOR AND CITY COUNCILMEN SHALL
TAKE OFFICE IN THE YEAR 1952 AS IF THIS ACT
HAD NOT BEEN PASSED. THE MAYOR AND CITY
COUNCILMEN SO ELECTED IN THE YEAR 1952 SHALL
BE ELECTED FOR TERMS TO EXPIRE ON THE FIRST
MONDAY IN JULY, 1954, OR UNTIL THEIR SUCCESSORS
SHALL HAVE BEEN DULY ELECTED AND QUALIFIED.
THE MAYOR AND CITY COUNCILMEN ELECTED DUR-
ING THE YEAR 1954 SHALL HOLD OFFICE FOR A
PERIOD OF TWO YEARS FROM THE FIRST MONDAY
IN JULY, 1954, AS PROVIDED HEREINABOVE IN THIS
ACT.

SEC. 3. And be it further enacted. That this Act shall take
effect June 1, 1951.
