any applicant for registration. When challenged, an appli-
cant for registration shall be carefully questioned, under
oath, by the board of registry concerning the facts which
may entitle him to register in the precinct. If a majority
of the board of registry is convinced that the applicant is
qualified to register, the applicant shall be registered as a
qualified voter, but otherwise he shall not be registered.

REGISTRATION BOOKS

55. All registration books and lists shall be open to
public inspection by anyone at all times in the presence of
a member of the Board of Supervisors of Elections or other
election officials designated by the Board of Supervisors
of Elections.

APPEAL

56. If anyone shall feel aggrieved by the action of any
board of registry in refusing to register or in striking off
the name of any person, or by any other action of a board
of registry, such person feeling aggrieved may appeal to
the Board of Supervisors of Elections. Any decision or
action of the Board of Supervisors of Elections may be
appealed to the Circuit Court for Frederick County.

NOMINATION

57. Only the names of persons nominated in accord-
ance with the provisions of this charter shall be placed on
the ballot as candidates for public elective office in the
government of the City of Frederick. No person shall
accept nomination to more than one elective public office
or hold more than one elective public office at any one
time.

NOMINATION BY CONVENTION

58. Candidates for elective public office in the City of
Frederick may be nominated by convention held for the
purpose of making nominations to elective public office. A
convention shall be defined as an organized assemblage
of delegates or voters representing a political party or
principle which at the last regular city election before the
holding of the convention polled at least five per cent
(5%) of the entire vote cast in the City of Frederick. A
certificate signed by the presiding officer and the secre-
tary of the convention and showing at least the names,
residences, party affiliations, and offices for which nomi-
nated of the persons nominated by the convention shall
