population. Such voting precincts as may be in existence
at the time this charter becomes effective shall be con-
tinued until changed by the Board of Aldermen under the
provisions of this section.

ELECTION OFFICIALS

48. On or before the first day in May, 1954, and on or
before the same day every four years thereafter, the Board
of Supervisors of Elections shall appoint four judges of
elections and two clerks of elections for each voting pre-
cinct in the city. The present judges of elections and clerks
of elections shall serve until the first day of May, 1954.
All judges of elections and clerks of elections shall serve
for terms of four years or until their successors are
appointed and qualified. No more than two of the judges
of elections and one of the clerks of elections in each vot-
ing precinct shall be of the same political party. All judges
of elections and clerks of elections must be residents and
qualified voters in the precinct in which they are ap-
pointed to serve, and must be persons of high character,
integrity, and capacity. No judge of elections and no clerk
of elections may hold or be a candidate for any elective
public office during his term of office. Vacancies for any
reason among the judges of elections or clerks of elections
shall be filled by the Board of Supervisors of Elections for
the remainder of the unexpired terms. The compensation
of all judges of elections and clerks of elections shall be
determined by the board of aldermen.

PERMANENT REGISTRATION

49. There shall be a registration of voters of the City
of Frederick on the first Tuesday in May, 1954, and on the
second Tuesday in May, 1954, and on the same days in
every fourth year thereafter. All registrations shall be
permanent registrations of voters in the City of Frederick,
and no person shall be allowed to vote in any city election
unless he or she was registered at the time this charter
became effective or shall have been registered on the regis-
tration days in 1954 or on some succeeding registration
day. If necessary for the performance of registration or
the convenience of the citizens of the City of Frederick,
the Board of Supervisors of Elections may designate addi-
tional days as registration days. It shall be the duty of
the Board of Supervisors of
Elections to provide suitable
places and all necessary equipment for the conduct of reg-
istration. All persons shall register and vote in the voting
precinct in which they reside. It shall be the responsibility
