1588 LAWS OF MARYLAND [CH. 539

QUALIFICATIONS

42. The members of the Board of Supervisors of Elec-
tions shall be persons of high character and integrity and
of recognized business capacity. They shall be residents
and qualified voters of the city. No more than two mem-
bers of the Board of Supervisors of Elections shall be
members of the same political party, and no member of
the Board of Supervisors of Elections shall hold or be a
candidate for any elective office during his term as super-
visor of elections.

REMOVAL

43. Any member of the Board of Supervisors of Elec-
tions may be removed for good cause by the board of alder-
men. Before removal, the member of the Board of Super-
visors of Elections to be removed shall be given a written
copy of the charges against him and shall have a public
hearing on them before the board of aldermen.

VACANCIES

44. In the event of a vacancy on the Board of Super-
visors of Elections for any reason, the vacancy shall be
filled by the mayor with the advice and consent of the
board of aldermen for the remainder of the unexpired
term.

PROCEDURE

45. The Board of Supervisors of Elections shall elect
one of its members to be president of the Board of Super-
visors of Elections. All questions shall be decided by a
majority vote of the Board of Supervisors of Elections
unless otherwise provided in this charter.

DUTIES

46. The Board of Supervisors of Elections shall gen-
erally supervise the conduct of the system of permanent
registration and all primary, special, and regular city
elections in accordance with the provisions of this charter
and the ordinances of the city.

VOTING PRECINCTS

47. It shall be the duty of the Board of Aldermen to
divide the city into eleven voting precincts of approxi-
mately equal population and to change the boundaries from
time to time as may be required by the principle of equal
